Aim and Scope

The purpose of the Electronic Research Journal “ARTE” is expanding the professional communication space to support relevant directions of development of fundamental and applied research in arts and culture

Objectives

– raising the status of modern humanities by disseminating information about its schools and directions;

– informing the professional community about the current issues of art criticism and cultural studies, the dynamics of modern scientific effort, and specific results of research work;

– promoting the integration of humanities and vocational education as well as increasing the educational and scientific level of young researchers;

– expanding the circle of professional communication, involving experts from different countries who carry out multi-disciplinary research in art studies, culturology and related areas of humanities;

– reflecting scientific, educational and creative activities in the field of culture of Siberia.

This journal provides direct public access to its content based on the following principle: free open access to research results increases the global knowledge exchange.

 

Archiving

 

Peer-Review

  1. The submitted article sent to the editorial office of the journal is considered by the Editor-in-Chief of its respondency to the journal’s specialization, major publication requirements, format.
  2. All articles submitted to the editorial office must be checked for the correctness of borrowings at the initial stage of acceptance using the software tools of the "Antiplagiat" system» and only after that they are sent for review. The acceptable volume of citations – correct borrowing) is no more than 25 % of the total volume of the article.
  3. All scientific materials (manuscript) submitted to the Editorial Board of the journal ARTEare subject to mandatory review, regardless of the scientific status and official position of the author.
  4. Reviewing of articles (peer review) is carried out by members of the Editorial Board or authoritative scientists-specialists on declared topics. Candidates of art history, doctors of art history, academics, professors and teachers of universities of educational institutions of culture and art are involved as reviewers, including the Dmitry Hvorostovsky Siberian State Academy of Arts. The decision on the selection of a Reviewer for the examination of the article is made by the Editor-in-Chief.
  5. The review period is 2-4 weeks after receiving the manuscript.
  6. Each Reviewer has the right to refuse the review in case of an obvious conflict of interest that affects the perception and interpretation of the manuscript materials. Based on the results of the manuscript review, the Reviewer makes recommendations on the future of the article (each decision of the Reviewer must be justified):
  • accept for publication (the article is recommended for publication in its present form);
  • accept for publication after revision (the article is recommended for publication after remedying the shortcomings noted by the Reviewer);
  • accept after significant revision (the article needs additional reviewing by another specialist);
  • refuse (the article cannot be published in the journal).
  1. A copy of the review is sent to the author (s) of the submitted materials within 3 days after the editorial office receives expert reviews.
  2. If the article is rejected, the editors send a reasoned refusal to the author with the attached review/reviews.
  3. If the review contains recommendations for correcting and revising the article, the Editors send the Author the text of the review with a proposal to take them into consideration when preparing a new version of the article or to refute them (partially or completely). The revision of the article should not take more than 2 months from the date of sending an e-mail to the Author about the need for changes. The article finalized by the Author is re-sent for peer.
  4. After the Editorial Board makes a decision on the admission of the article to publication, the Editors inform the Author about it and specify the publication date.
  5. If the Author refuses to finalize the materials, they must notify the Editorial Board in writing or orally of their refusal to publish the article. If the Author does not return the revised version after 3 months from the date of sending the review, even if there is no information from the Author with a refusal to revise the article, the Editorial Board takes it off the list. In such situations, the Author is notified that the manuscript is removed from registration at the expiry of the deadline for revision.
  6. If the Author and Reviewers have insoluble contradictions regarding the manuscript, the decision is made by the Editor-in-Chief at the Editorial Board meeting.
  7. The review processing of submitted materials to the journal "ARTE" remains confidential.
  8. The journal is based on the model of the "double-blind peer review" It means when reviewing, the personal data of reviewers and authors shall be hidden.
  9. All reviewers are recognized experts on the themes of the peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years by subject matter of the peer-reviewed article.
  10. Reviews are being kept in the publishing house and in the editorial office for 5 years.
  11. The editorial board send copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation when the corresponding request enters the editorial office.

 

Indexation

The journal is indexed in the following systems:

  • Russian Science Citation Index is a bibliographic database of scientific publications in Russian. It accumulates information on publications of Russian scientists in Russian and foreign scientific journals. The Russian Science Citation Index project has been developed since 2005 by the Scientific Electronic Library (eLIBRARY.RU). By 2012, the eLIBRARY platform has hosted more than 2,400 Russian journals.
  • Google Scholar is a freely accessible web search engine that indexes the full text of scientific literature across an array of publishing formats and disciplines. The Google Scholar Index includes most peer-reviewed online academic journals in Europe and America from the largest scientific Publishers.

 

Publishing Ethics

The Editorial Board of the journal ARTE adheres to the principles of publication ethics adopted by the international scientific community and reflected, in particular, in the recommendations by the Committee on Publication Ethics (COPE) and Elsevier Publishing House. It also follows the principles approved by the Declaration "Ethical Principles of Scientific Publications" developed by the Association of Scientific Editors and Publishers (ASEP).

  1. Introduction

1.1. The publication of materials in peer-reviewed journals is not only the main method of scientific communication, but also contributes significantly to the advancement in the relevant field of scientific knowledge. Thus, it is important to establish ethical behaviour standards for all parties involved in the publication, namely: Authors, Editor-in-Chief, Editors of the journal, Reviewers, the Editorial Board (Scientific Society) and the Publisher for the journal ARTE.

1.2. The Publisher undertakes the strictest supervision of scientific materials, including the ethical aspects of the publications set out in this document.

  1. Responsibilities of the Editor-in-Chief (Editors)

2.1. Decision for Publication

The Editor-in-Chief of the scientific journal ARTE is personally responsible for deciding on publication, often in cooperation with the Scientific Society. The credibility of the paper in question and its scientific relevance should always underlie the decision to publish. The Editor-in-Chief may follow the policy of the Editorial Board of the journal ARTE, while limited by the current legal requirements related to libel, copyright, legality and plagiarism. The Editor-in-Chief may consult with other Editors and Reviewers (or the Editorial Board) when deciding to publish.

2.2. Decency

The Editor-in-Chief, the Editor, and the Reviewers (the Editorial Board) should evaluate the intellectual content of the manuscripts regardless of the race, gender, sexual orientation, religious beliefs, origin, citizenship, or political preferences of the Authors. The contents prohibited by the legislation of the Russian Federation are not allowed for publication.

2.3. Confidentiality

The Editor-in-Chief, the Editor and the Editorial Board of the journal ARTE are obliged not to disclose information about the accepted manuscript to all persons, except for the Authors, Reviewers, scientific consultants and the Publisher.

2.4. Disclosure Policy and Conflicts of Interest

2.4.1 Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the Author. The information or ideas obtained during the review should be kept confidential and not used for personal gain.

2.4.2 Editors should recuse from reviewing manuscripts (namely, cooperate with the Editor-in-Chief or other members of the Editorial Board when reviewing the work instead of personally reviewing and decision making) if there are conflicts of interest due to competitive, joint, and other interactions and relationships with the Authors and / or organizations associated with the manuscript.

2.5. Publication Supervision

The Editor who has provided convincing evidence that the statements or conclusions presented in the publication are erroneous should inform the Editor-in-Chief (and / or the Scientific Society) in order to notify the Author as soon as possible of the changes, withdrawal of the publication, expression of concern and other relevant statements.

2.6. Research Engagement and Collaboration

The Editor-in-Chief, together with the Editors, the Publisher (or the Scientific Society), take adequate retaliatory measures in the event of ethical claims concerning the reviewed manuscripts or published materials. Such measures generally include interaction with the Authors of the manuscripts and argumentation of the relevant complaint or claim, but may also involve interaction with relevant organizations and research centres.

  1. Responsibilities of Reviewers

3.1. Affecting the Decisions of the Editorial Board

Peer review helps the Editor-in-Chief decide on the publication and, through appropriate interaction with the Authors, can also help the Author improve the quality of the work. Peer review is a necessary link in scientific communication. The Publisher shares the view that all scientists who wish to contribute to the publication are required to spend considerable effort in reviewing the manuscript.

3.2. Executive Capacity

Any selected Reviewer who feels insufficiently qualified to review the manuscript or does not have enough time to complete the work within the specified time frame should notify the Editor-in-Chief of the journal ARTE and ask to exclude him from the review process of the corresponding manuscript.

3.3. Confidentiality

Any manuscript received for review should be treated as a confidential document. This work cannot be opened and discussed with any persons who do not have the authority to do so from the Editor-in-Chief.

3.4. Manuscript Requirements and Objectivity

The Reviewer is obliged to give an objective assessment. Personal criticism of the Author is unacceptable. Reviewers should clearly and reasonably express their opinions.

3.5. Recognition of Primary Sources

Reviewers should identify significant published works that are relevant to the topic and are not included in the bibliography of the manuscript. Any statement (observation, conclusion, or argument) published earlier should have a corresponding bibliographic reference in the manuscript. The Reviewer should also draw the Editor's attention to any significant similarity or coincidence between the manuscript in question and any other published work within the scope of the Reviewer's scientific competence.

3.6. Disclosure Policy and Conflicts of Interest

3.6.1 Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the Author. The information or ideas obtained during the review process and related to possible benefits should be kept confidential and not used for personal gain.

3.6.2. Reviewers should not participate in the review of manuscripts if there are conflicts of interest due to competitive, joint, or other interactions and relationships with any of the Authors, companies, or other organizations associated with the submitted work.

  1. Responsibilities of Authors

4.1. Requirements for Manuscripts

4.1.1 The Authors of the papers should provide reliable results of the work done, as well as an objective discussion of the relevance, significance and scientific novelty of the research. The work should contain sufficient bibliographic references for possible reproduction. False or deliberately erroneous statements are perceived as unethical behaviour and are unacceptable.

4.1.2. Reviews and scientific articles should also be accurate and objective, and the Editorial Board's point of view should be clearly indicated.

4.2. Data Access and Storage

Authors may be asked for raw data relevant to the manuscript for review. Authors should be prepared to provide open access to this kind of information, if practicable, and in any case be prepared to retain this data for an adequate period of time after publication.

4.3. Originality and Plagiarism

4.3.1 Authors should make sure that the presented work is entirely original and, if other Authors' works or statements are used, should provide appropriate bibliographic references or excerpts.

4.3.2 Plagiarism can exist in many forms, from presenting someone else's work as an Author's work to copying or paraphrasing essential parts of someone else's work (without attribution) and to claiming their own rights to the results of someone else's research. Plagiarism in all forms is unethical and unacceptable.

4.4. Multiplicity, Redundancy, and Simultaneity of Publications

4.4.1 Submission of the same manuscript to more than one journal at the same time is unacceptable.

4.4.2 In general, the Author should not submit a previously published article for consideration to another journal.

4.4.3. Publishing a particular type of article (for example, translated articles) in more than one journal is ethical in some cases, subject to certain conditions. Authors and Editors of interested journals must agree to a secondary publication that necessarily presents the same data and interpretations as in the first published work. The bibliography of the primary work should also be presented in the second publication.

4.5. Recognition of Primary Sources

Authors should refer to publications that are relevant to the submitted work. The data obtained privately, for instance, in the course of a conversation, correspondence or discussion with third parties, should not be used or presented without the explicit written permission of the original source. The information obtained from confidential sources, such as evaluating manuscripts or allocating grants, should not be used without the explicit written permission of the Authors of the work related to confidential sources.

4.6. Authorship of the Publication

4.6.1. The Authors of the publication can only be persons who have made a significant contribution to forming the concept of the work, as well as the development, execution or interpretation of the submitted research. All those who have made significant contributions should be designated as Co-authors. If research participants have made a significant contribution in a particular area of the research project, they should be listed as persons who have made a significant contribution to this research.

4.6.2. The Author should make sure that all participants who have made significant contributions to the study are represented as Co-authors, and that all Co-authors have approved the final version of the work and agreed to submit it for publication.

4.7. Disclosure Policy and Conflicts of Interest

4.7.1 All Authors are required to disclose in their manuscripts financial or other existing conflicts of interest that may be perceived as having influenced the results or conclusions presented in the work.

4.7.2 Examples of potential conflicts of interest that must be disclosed include consulting, providing expert opinions, grants, and other financial support.

4.8. Significant Errors in Published Works

If the Author discovers significant errors or inaccuracies in the publication, the Author must inform the Editor of the journal ARTE and interact with the Editor in order to withdraw the publication as soon as possible or correct the errors. If the Editor (or Publisher) has received information from a third party that the publication contains significant errors, the Author is obliged to withdraw the work or correct the errors within the terms set by the Editors.

  1. Responsibilities of the Publisher

5.1 The Publisher must follow the principles and procedures to promote the discharge of ethical duties by the Editor-in-Chief, Editors, Reviewers and Authors of the journal ARTE in accordance with these requirements.

5.2. The Publisher should support the Editors of the journal ARTE in considering ethical complaints about the published materials and help to interact with other journals and / or Publishers, if this contributes to the discharge of the duties by the Editors.

5.3. The Publisher should promote good research practice and implement industry standards to improve ethical guidelines, withdrawal procedures, and error correction.

5.4 The Publisher should provide appropriate specialized legal support (opinion or advice) if necessary.

Author fees

Publication in the journal is free for Authors.

The Editors do not charge the Authors for the preparation, placement and printing the materials.

Plagiarism detection

The Editorial Board of the journal ARTE can check the materials using the Anti-plagiarism system when reviewing the article. If numerous borrowings are detected, the Editorial Board acts in accordance with the COPE rules.

 

Preprint and postprint Policy

When submitting an article, the Author must confirm that the article has not been published or has not been accepted for publication in another scientific journal. When referring to an article published in the journal ARTE, the Publisher asks to post a link (the full URL of the materials) to the official website of the journal. Articles previously published by the Authors on personal or public websites that are not related to other Publishers are allowed to be considered.
